NEW TRAIN TIME TABLE 2016 UPDATES

SALIENT FEATURES OF TRAIN TIME TABLE 2016

The highlights of the improvements planned in the new Time table that will come into effect from the 1st October, 2016, are following. 

New Brands : 4 Products

4 new brands of train products


  • Humsafar - AC service with optional catering
  • Antyodaya - Long distance unreserved super fast train for common man
  • Tejas - All modern on board features like entertainment , wifi and local cuisines, etc 
  • UDAY - AC  Double decker train on the busiest routes.


Reduced Journey Times

In the timetable, Railway reduced the journey times in 350  existing trains, 75 of which have made it to the super fast category.

New Stoppages

Railway converted 240 operational halts in 192 trains at 52 stations converted to commercial stoppages.

Connectivity to North East

For the first time Railway provided in the time table, train connectivities to the North Eastern states of Tripura, Manipur and Mizoram.

  • Manipur (Jiribam) and Mizoram(Bhairabi) also added to Railway Map.

In the current Year, the efforts to improve service levels in passenger operations have gained further momentum.What has already been done in the current year includes premium trains like Mahamana and Gatimaan express,an even more accelerated transition to superior coaches including the new DeenDayalu coaches started from August,  More Permanent augmentations, and further efforts to meet additional demands.

The current year has seen several large religious and other congregations of people which have been managed effectively,  to the comfort of passengers , with record running of special trains and extra coaches. This includes the SimhasthaMela in Ujjain, the krishnapushkaram on the Krishna Basin and so on. The arrangements for the ensuing Durga Puja rush are also completely in place, Railway announced through the press release.

Central Railways and Western Railway announced that Mumbai local trains will face Mega Block on this Sunday.

NO MORE SEPARATE RAILWAY BUDGET

Cabinet approves merger of Railway Budget with General Budget. This will leads to the ending of 92 year old tradition of presenting Railway Budget separately. The presentation of separate Railway budget started in the year 1924, and has continued after independence as a convention rather than under Constitutional provisions.

One Budget will result in greater efficiency. This will result in better integration of resources towards development of India. This will help raise capital expenditure in railway which will enhance connectivity in the country and boost economic growth. The merger would also facilitate an integrated and seamless approach towards transportation strategy in the country. But functional autonomy, distinct identity of Railways will remain as it is. This will help raise capital expenditure in Railways which will enhance connectivity in the country and boost economic growth, through a press release Government of India announce this.  Following are the details.  


The Union Cabinet has approved the proposals of Ministry of Finance on certain landmark budgetary reforms relating to (i) the merger of Railway budget with the General budget, (ii) the advancement of the date of Budget presentation from the last day of February and (iii) the merger of the Plan and the Non-Plan classification in the Budget and Accounts. All these changes will be put into effect simultaneously from the Budget 2017-18.

Merger of Railway Budget with the General Budget

The arrangements for merger of Railway budget with the General budget have been approved by the Cabinet with the following administrative and financial arrangements-

  • The Railways will continue to maintain its distinct entity as a departmentally run commercial undertaking as at present
  • Railways will retain their functional autonomy and delegation of financial powers etc. as per the existing guidelines.
  • The existing financial arrangements will continue wherein Railways will meet all their revenue expenditure, including ordinary working expenses, pay and allowances and pensions etc. from their revenue receipts;
  • The Capital at charge of the Railways estimated at Rs.2.27 lakh crore on which annual dividend is paid by the Railways will be wiped off. Consequently, there will be no dividend liability for Railways from 2017-18 and Ministry of Railways will get Gross Budgetary support. This will also save Railways from the liability of payment of approximately Rs.9,700 crore annual dividend to the Government of India;


The merger would help in the following ways:

  • The presentation of a unified budget will bring the affairs of the Railways to centre stage and present a holistic picture of the financial position of the Government.
  • The merger is also expected to reduce the procedural requirements and instead bring into focus, the aspects of delivery and good governance.
  • Consequent to the merger, the appropriations for Railways will form part of the main Appropriation Bill.


Advancement of the Budget presentation

The Cabinet has also approved, in principle, another reform relating to budgetary process, for advancement of the date of Budget presentation from the last day of February to a suitable date. The exact date of presentation of Budget for 2017-18 would be decided keeping in view the date of assembly elections to be held in States.
  • The advancement of budget presentation by a month and completion of Budget related legislative business before 31st March would pave the way for early completion of Budget cycle and enable Ministries and Departments to ensure better planning and execution of schemes from the beginning of the financial year and utilization of the full working seasons including the first quarter.
  • This will also preclude the need for seeking appropriation through 'Vote on Account' and enable implementation of the legislative changes in tax; laws for new taxation measures from the beginning of the financial year.


Merger of Plan and Non Plan classification in Budget and Accounts:

The third proposal approved by the Cabinet relates to the merger of Plan and Non Plan classification in Budget and Accounts from 2017-18, with continuance of earmarking of funds for Scheduled Castes Sub-Plan/Tribal Sub-Plan. Similarly, the allocations for North Eastern States will also continue.

This would help in resolving the following issues:

  • The Plan/Non-Plan bifurcation of expenditure has led to a fragmented view of resource allocation to various schemes, making it difficult not only to ascertain cost of delivering a service but also to link outlays to outcomes.
  • The bias in favour of Plan expenditure by Centre as well as the State Governments has led to a neglect of essential expenditures on maintenance of assets and other establishment related expenditures for providing essential social services.
  • The merger of plan and non-plan in the budget is expected to provide appropriate budgetary framework having focus on the revenue, and capital expenditure.

Central Railway has decided to run eight special local trains on 16.9.2016 (Night of 15/16.9.2016 Thu-Fri Night) for the benefit of devotees in connection with Ganpati immersion. These specials will run stopping at all stations between CST – Kalyan/Thane on main line and between CST – Panvel on harbour line. The details are as under.

Western Railway announced that to facilitate Mumbaikars during Ganpati immersion on the night of 15th September, 2016, Western Railway will run four pairs of special train services between Churchgate and Virar on the night falling between 15th and 16th September, 2016.

Down Direction

In down direction, 1st special train will depart from Churchgate at 01.15 hrs and reach Virar at 02.47 hrs, 2nd Special will depart from Churchgate at 01.55 hrs and reach Virar at 03.30 hrs, 3rd Special will depart from Churchgate at 02.25 hrs and reach Virar at 04.00 hrs and 4th Special will depart from Churchgate at 03.20 hrs and reach Virar at 04.55 hrs.

Up Direction

In Up direction, 1st special will depart from Virar at 00.15 hrs and reach Churchgate at 01.45 hrs, 2nd Special will depart from Virar at 00.45 hrs and reach Churchgate at 02.17 hrs, 3rd Special will depart from Virar at 01.40 hrs and reach Churchgate at 03.12 hrs and 4th Special will depart from Virar at 02.55 hrs and reach Churchgate at 04.30 hrs.

Halting

The special trains will halt at all stations.

Ratnagiri - Panvel - Ratnagiri Special Train on Special Fare ( 4 Trips )
  • Train No.00120 Ratnagiri – Panvel Special will leave Ratnagiri on 10.9.2016 and 11.9.2016 (2 trips) at 17.00 hrs and will arrive Panvel at 23.10 hrs same day.
  • Train No.00119 Panvel - Ratnagiri Special will leave Panvel on 11.9.2016 and 12.9.2016 (2 trips) at 00.10 hrs and will arrive Ratnagiri at 07.00 hrs same day.

Halting
Sangameshwar Road, Aravali Road, Savarda, Chiplun, Khed, Mangaon and Roha.

Composition

  • Train No. 07033 Secunderabad-Visakhapatnam special train will depart Secunderabad at 21:30 hrs on 2nd September, 2016 (Friday) and arrive Visakhapatnam at 10:15 hrs on the next day.
  • Train No. 07034 Visakhapatnam-Secunderabad special train will depart Visakhapatnam at 18:55 hrs on 3rd September, 2016 (Saturday) and arrive Secunderabad at 07:40 hrs on the next day.

Janagoan, Kazipet, Warangal, Khammam, Vijayawada, Eluru, Tadepalligudem, Rajahmundry, Samalkot, Tuni, Anakapalli and Duvvada stations in both the directions.

  • Train No. 07070 Visakhapatnam-Hyderabad special train will depart Visakhapatnam at 22:00 hrs on 4th September, 2016 (Sunday) arrive/depart Secunderabad at 10:25/10:30 hrs o­n the next day and arrive Hyderabad at 11:00 hrs.

South Western Railways has decided to run Suvidha special train between Belagavi and Yesvantpur to clear extra rush of passengers during festival of Ganesh Chathurthi 2016. Following are the details. 
  • Train No.82661 Yesvantpur - Belagavi Suvidha special Express departures from Yesvantpur at 20.30 hrs on (Friday) 2nd September 2016 and arrives Belagavi at 07.55 hrs on Saturday 3/10/16.
  • Train No.82662 Belagavi- Yesvantpur Suvidha special Express departures from Belagavi at 18.50 hrs on (Monday) 5th September 2016 and arrives Yesvantpur at 06.20 hrs on Tuesday 6/10/16.

38 MORE SPECIALS TRAINS FOR GANPATI FESTIVAL


Central Railway announced that Railway has decided to run 38 more special trains between LTT – Ratnagiri, LTT – Karmali and Karmali – Panvel to clear the extra rush of passengers during Ganpati Festival. Central Railway has already announced to run 142 specials during Ganpati Festival and these 38 specials will run in addition to the earlier announced. Thus Central Railway will run 180 special trains during Ganpati Festival. Following are the details.

Train Nos.01091/01092 LTT – Ratnagiri– LTT Ganpati specials (5 days a week specials i.e. except Monday and Thursday)  (30)

  • Train No. 01091 Special will leave LTT at 00.55 hrs o­n 5 days a week (except Monday and Thursday) from 2.9.2016 to 21.9.2016 (15 trips) and arrive Ratnagiri at 08.30 hrs same day.
  • Train No. 01092 Special will leave Ratnagiri at 15.45 hrs o­n 5 days a week (except Monday and Thursday) from 2.9.2016 to 21.9.2016 (15 trips) and arrive LTT at 23.30 hrs same day.

Central Railway announced railway will run 10 more special trains between Pune/Panvel and Zarap/Ratnagiri to clear the extra rush of passengers due to Ganapati Festival 2016. Central Railway has already announced running of 180 special trains for Ganpati Festival. The details of 10 more special trains are following.

Train Nos.01423/01424 Pune - Zarap Special Trains

  • Train No.01423 Special will leave Pune at 18.45 hrs on 1.9.2016 and will arrive Zarap at 06.30 hrs next day. 
  • Train No.01424 Special will leave Zarap at 11.00 hrs on 2.9.2016 and will arrive  Pune at 23.35 hrs same day.

KONKAN RAILWAY SPECIAL ARRANGEMENTS FOR GANESH FESTIVAL 2016


Konkan Railway announced that during this year Ganesh festival Konkan Railway has organised and decided to run number of special trains with the co-ordination with Central Railway and Western Railway for the devotees of Ganesha. This year we have taken special care to announce additional / special train services well in advance and on specific days when maximum rush is expected so that passengers can plan their journey and book their tickets to avoid last minute rush at booking windows.  

Konkan Railway in coordination with Central Railway and Western Railway has planned total 226 special trips to destinations viz. Chiplun,Ratnagiri ,Sawantwadi, Karmali and Madgaon. Out of this 24 trips are  arranged from and to  Bandra Terminus on special request and demand from people of Konkan residing in Western Suburbs. Also 14 trips are arranged to and from Ahamadabad via Vasai Road.

Train Nos.09416/ 09415 Ahmedabad – Karmali - Ahmedabad (Bi-Weekly) Special Train on Special fare [10 trips]

  • Train No.09416 Ahmedabad – Karmali [Bi-Weekly] Special Train will leave Ahmedabad at 16.00 hrs on Thursday and Sunday and reach Vasai Road at 01.00 hrs the next day and will arrive at Karmali at 15.00 hrs on Friday and Monday (next day) respectively. This train will run on 01st, 04th, 08th, 11th and 15th September, 2016.
  • In return direction Train No.09415 Karmali – Ahmedabad [Bi-Weekly] Special Train will leave Karmali at 20.45 hrs on Friday and Monday, reach Vasai Road at 9.35 hrs the next day and will arrive at Ahmedabad at 18.30 hrs, on Tuesday and Saturday (next day) respectively. This train will run on 02nd, 05th 09th, 12th and 16th  September, 2016.

Western Railway announced that for the convenience of passengers during Ganpati Festival 2016 and to clear the extra rush during the season, Western Railway will run the following fully reserved Special trains for which the fares chargeable will be inclusive of special charges. The trains are between Bandra - Karmali and between Ahmedabad - Karmali. Following are the details.

Train Nos.09007/ 09008 Bandra (T) – Karmali - Bandra (T) [Bi – Weekly] AC fully reserved Special Train on Special fare [10 trips]

  • Train No.09007 Bandra (T) – Madgaon [Bi – Weekly] AC Special Train will leave Bandra Terminus at 10.10 hrs on Mondays and Wednesdays, reach Vasai Road at 11.40 hrs on the same day and will arrive at Karmali at 01.20 hrs, on the next day. This train will run on 31st August, 2016, 5th, 7th, 12th and 14th September, 2016

Central Railway decided to run 142 special trains for Ganpati Festival 2016 in order to control the extra rush of passengers during the Festival time. The Reservation for the special trains will be announced soon, a famous News Paper reported.

Train Nos.01021/01022 : CST - Karmali Ganpati Festival Special Trains (40 Trips) (6 days a week Except Thursday)
  • Train No.01021 from CST to Karmali will leave CST at 12.20 am daily (except Thursday) from 27.8.2016 to 18.9.2016 and arrive Karmali at 2.30 pm. 
  • Train No.01022 special will leave Karmali at 3.25 pm daily (except Thursday) from 27.8.2016 to 18.9.2016  and arrive CST at 4.25 am next day.
